Establish and improve the collection, treatment, and utilization system for livestock and poultry manure, and build supporting facilities, including centralized collection and treatment of livestock and poultry manure, and storage and utilization of biogas residue and liquid, in accordance with local conditions. Improve the straw collection, storage, and transportation system, guide major straw producers to collect and store straw on-site, and cultivate third-party service entities for collection, storage, and transportation.
